Namibia is a signatory to the United Nations Framework Convention on Climate Change (UNFCCC) since 1995 as a Non-Annex I party (NAI). As party to the convention, Namibia is obliged to prepare and submit National Communications (NCs) and in addition BURs.
The communications are to be submitted every after 4 years and 2 years, thus it is a continuous process. The aim of the two is to provides an update to the UNFCCC with an update on information related to climate change in Namibia, this include: national circumstances; Greenhouse Gas (GHG) inventory; Vulnerability and Adaptation Assessment (V&A) to climate change; Mitigation analysis and associated Monitoring Reporting and Verification system, Constraints and Gaps and Related Financial and Capacity Needs information and any other information the Party wants to provide. So far, Namibia has prepared and submitted two NCs and one BUR in 2014.
Namibia, with financial assistance from the GEF through its implementing agency UNDP has embarked on the preparation of its second BUR to be completed in 2016 and the fourth National Communication to be submitted in 2018 respectively.
